From KSNC to KNMC
Many nurses from Kerala study in Karnataka and register first with the Karnataka State Nursing Council (KSNC, often written KNC). To register in Kerala, you apply to KNMC under Reciprocal Registration (Outside Kerala) on knmc.org. KNMC also needs a No Objection Certificate (NOC) from KSNC.
KNMC requests the NOC from KSNC, and KSNC sends it directly to KNMC; you get a copy by email. Your KSNC registration does not have to be renewed first. Your KSNC registration is surrendered, and KNMC then issues your Kerala registration.
Who can apply
Nurses and midwives registered with a state nursing council outside Kerala: BSc Nursing, GNM, ANM or an additional qualification.
The INC suitability certificate: in February 2026 the Kerala High Court held that the state council cannot insist on an Indian Nursing Council suitability certificate for inter-state registration. In February 2025 the Karnataka High Court directed KNMC to register Karnataka BSc graduates without an INC certificate.

How the application works
On knmc.org, applicants read the General Instructions first and then apply online.
Step 1: Apply online on knmc.org
YouChoose Reciprocal Registration (Outside Kerala) and your course (BSc Nursing, GNM/ANM or an additional qualification), fill in the form and keep the application number.
Step 2: Pay and send the application
YouPay the KNMC fee online and send the printed application with your documents (the list is below).
Step 3: NOC from your current council
Authority / TruewayKNMC requests the NOC from KSNC. KSNC sends it directly to KNMC, and you get a copy by email.
Step 4: Surrender your old registration
YouOnce the NOC is issued, you surrender your original registration certificate to that council, then send KNMC a copy of the surrendered certificate with a request letter.
Step 5: KNMC registration
AuthorityAfter its final verification, KNMC sends your original Kerala registration certificate by post, usually about 45 working days after you apply.

I studied BSc Nursing in Karnataka. Does KNMC need an INC certificate?
In February 2025 the Karnataka High Court directed KNMC to register Karnataka BSc graduates without an INC certificate, and in February 2026 the Kerala High Court held that the state council cannot insist on an INC suitability certificate.
Do I have to apply to KSNC for the NOC?
No. Karnataka is the only council where you do not apply for the NOC yourself: KNMC and KSNC handle it between them.
Does my KSNC registration have to be renewed first?
No. Renewal of your KSNC registration is not mandatory before the NOC.
How long does the KSNC NOC take?
Usually about 2 weeks.
Can I keep my registration with the other state council?
No. Once the NOC is issued, you surrender your original certificate to the other council and send KNMC a copy with a request letter. KNMC then posts your Kerala registration certificate.
How long does KNMC reciprocal registration take?
About 45 working days in all. The NOC from your current council usually takes about 2 weeks of that.
I am registered with KNMC and need to register in another state. How does that work?
It works the other way round: your Kerala registration is surrendered, and KNMC sends the NOC to the other council, usually after about 2 weeks.
