The Maldives Nursing and Midwifery Council, known as MNMC, is the regulatory authority that oversees all nursing and midwifery practice in the Maldives. It operates under the Maldives Ministry of Health and is responsible for ensuring that every nurse working in the country meets the professional and educational standards required to practise there safely.
No foreign nurse can legally work in the Maldives without holding a valid MNMC registration and practising licence. Whether you are joining a government hospital in Male or a private facility in one of the atolls, your employer will require you to be registered with MNMC before you begin work. The registration process involves document verification, a competency exam, and council approval before your practising licence is issued.
Any foreign nurse or midwife planning to work in the Maldives needs MNMC registration. This includes:
Registered nurses with a diploma or BSc Nursing qualification from India. Midwives planning to work in the Maldives healthcare facilities. Specialist nurses in areas such as critical care, theater nursing, or oncology, who require an advanced diploma in the relevant field. Nurses already working in the Gulf who are planning to move to the Maldives as their next posting.
MNMC registration applies to both government and private healthcare employers in the Maldives. The registration must be in place before you start working, not after joining.
MNMC has specific eligibility requirements for foreign nurses applying for registration. Meeting all of these before you submit saves significant time.
Your nursing qualification must be a diploma level or above, accepted by the licensing authority of the country where you completed your training. For Indian nurses, this means your BSc Nursing, GNM or PB BSc must be recognised by the Indian Nursing Council.
You must have work experience from a hospital with a minimum bed capacity of 150 beds. Experience from smaller facilities may not be accepted by MNMC for registration purposes.
You must have a Certificate of Good Standing from the nursing licensing authority of the country where you have been practising for the last 1 year before application. This certificate must not be older than 6 months at the time MNMC receives it.
English language proficiency is required. A minimum IELTS band score of 5.5 or its equivalent is the standard requirement.
Your registration certificate from the Indian Nursing Council must be current and valid.
If you are applying as a specialist nurse, you must also submit a certificate of completion of the relevant specialist field, such as critical care nursing, theatre nursing, or oncology, along with at least 1 year of post-qualification work experience in that speciality.
MNMC requires both certified copies and original documents depending on the document type. Certified copies must be notarized by the institution that issued the original certificate or by an embassy, consulate, or government institution of the country that issued it.
Certified copies to be sent to MNMC: Your nursing degree or diploma certificate. Your academic transcripts. Your Certificate of Good Standing and verification from your Indian Nursing Council, not older than 6 months. Your current nursing council registration certificate from India. Your passport copy. Your recent passport-size photograph.
Original documents to be submitted: Work experience confirmation letters verified by the most senior nurse in charge of each institution you have worked in. These must include the area of work, the bed capacity of the hospital (minimum 150 beds), and your employment period and designation.
Additional documents for specialist nurses: Certificate of completion in the relevant specialist field and proof of 1 year of post-qualification experience in that speciality.
All documents in languages other than English must be submitted with official English translations and the original language copies.

One of the key requirements that surprises many Indian nurses applying to work in the Maldives is the MNMC competency exam. This is mandatory for all new applicants, both Maldivian and foreign nurses.
Here is how it works. When you apply for registration, MNMC grants a provisional registration and practicing license valid for 6 months or until you pass the competency exam, whichever comes first. You must pass the exam within this 6-month provisional period to receive your full permanent registration.
The pass mark for the exam is 75%. Nurses who cannot clear the exam within 6 months will have their provisional registration cancelled and will not be eligible to reapply for 1 year.
The exam is conducted by MNMC in collaboration with the Maldives National University (MNU). The key subject areas tested include fundamentals of nursing, anatomy and physiology, pharmacology, microbiology, communication and critical thinking, community health nursing, mental health nursing, pediatrics nursing, medical and surgical nursing, reproductive health nursing, management and leadership, and research and evidence-based nursing.
Importantly, nurses who are interested in working in the Maldives can sit the competency exam before applying for full registration. You can submit a competency exam application with just your nursing qualification copy and passport copy, without completing the full registration application first. This means you can confirm your exam eligibility before going through the entire document process.
