Dataflow Negative Report or Unable to Verify: What to Do

What a negative, discrepancy or 'unable to verify' Dataflow result means, why it happens, and how to appeal: one free appeal within 180 days of the report.

Unable to verify means DataFlow got no answer from the institution; a discrepancy means the details do not match its records; negative means it says it did not issue the document. DataFlow allows one free appeal within 180 days of the report. Fix the cause first, then appeal.

A Dataflow report that comes back negative, with a discrepancy or "unable to verify" is the most worrying result a health professional can get. This guide explains what each result means, why it happens, and what you can do about it.

The three results that are not positive

ResultWhat it means
Unable to verify (UTV)DataFlow could not get an answer from the institution that issued the document. The document has not been found false.
DiscrepancyThe issuing institution says something on the document does not match its records, for example the dates, the designation or the document itself.
NegativeThe issuing institution says it did not issue the document, or the document was changed, or the institution is not recognised.
From the DataFlow Group's appeal guidance (March 2023) and its FAQ.

The difference matters: an "unable to verify" is a missing answer, not a finding against you.

Why a report comes back negative or UTV

Our Dataflow team sees the same causes again and again:

  • The employer or institution did not answer DataFlow's emails or calls. DataFlow makes every effort to get an answer; when none comes, it marks the document unable to verify.
  • The HR contact was missing or wrong on the application, or the person who signed has left.
  • The supporting document was not enough, for example an experience letter without exact dates, a designation or a signature.
  • The institution could not be reached at all. DataFlow lists non-cooperative institutions and events such as strikes or disasters as causes of UTV. In our cases, experience from a hospital that has closed cannot be verified. A hospital that was renamed or taken over, or one with no HR department, is different: ask the current management, the organisation that took it over, the medical director or the person who used to sign for it for an experience certificate or a confirmation of your employment.

A discrepancy often comes from a small difference: dates that do not match the employer's records, a different designation, or a letter signed by someone the employer does not recognise.

What you can do: appeal or re-verification

  1. Read the report

Check which document has the result and what the result is. Only that document needs action.

  2. Fix the cause

Ask the employer or institution to answer DataFlow, give a working HR contact, or get a corrected letter.

  3. Appeal within 180 days

Send the appeal with a valid proof for the document. DataFlow allows one free appeal within 180 calendar days of the report. An appeal after that, or a second one, is charged.

  4. Add a new document if needed

If the result came from information you did not give, or you want a different document checked, it is not a free appeal: it is added to your case as an additional document.

Our Dataflow team usually sees a re-verification or appeal take about a month. An appeal turns positive only if the institution that issued the document gives a proper positive answer. In one recent case the employer answered after the appeal, and the report became positive.

Act early. The 180 days start on the day the report is issued, not the day you read it.

Does a negative report follow you to other countries?

A DataFlow report is linked to the health authority you applied to, and authorities can see earlier reports when you apply again. Qatar's health department, for example, says it can warn other registration authorities when verification finds false credentials. Do not try to hide an earlier report: fix the cause and appeal, or ask us how to proceed for your case.

How Trueway helps

  • We read your report with you and tell you which document needs action.
  • We contact the employer or institution, check the letter and the HR contact, and prepare the appeal or the additional document.
  • We follow the case and tell you on WhatsApp when DataFlow asks for something.

The verification itself is done by the DataFlow Group for your health authority, not by Trueway. Our fee is confirmed on WhatsApp before you start.

  • Waiting too long

The free appeal is open for 180 days from the report. After that it costs more.

  • Sending a different document as an appeal

An appeal re-checks the same document. A new or different document goes in as an additional document.

  • Using an experience letter you cannot stand behind

A letter from a place you did not work, or one the employer will not confirm, leads to a negative result. Use only genuine letters with exact dates and a reachable signatory.

Frequently asked questions

What is the difference between negative and discrepancy in Dataflow?

A negative result means the institution says it did not issue the document, or that it was changed. A discrepancy means something on the document does not match the institution's records, such as the dates or the designation.

Is "unable to verify" the same as negative?

No. Unable to verify means DataFlow could not get an answer from the institution. The document has not been found false, and it can be re-verified once the institution answers.

How do I appeal a Dataflow report?

Through your DataFlow account. DataFlow allows one free appeal within 180 calendar days of the report. We prepare the appeal with you and follow it up.

How long does a Dataflow appeal take?

DataFlow does not publish a time. Our Dataflow team usually sees a re-verification or appeal take about a month.

My hospital is not answering Dataflow. What can I do?

Give DataFlow a working HR contact, and ask the hospital to answer. If it still does not answer, the result is usually unable to verify, which can be appealed once the hospital answers.

Can I apply to another Gulf country after a negative Dataflow?

Authorities can see earlier reports, so fix the cause and appeal first. Tell us your case and we tell you how to proceed before you apply again.

Can a negative Dataflow report be appealed?

Yes. A negative report can be appealed with a valid proof. We help you gather it and prepare the appeal. The result turns positive only if the institution that issued the document gives a proper positive answer to DataFlow.

An agent gave me an experience letter. Will Dataflow accept it?

Only genuine experience is accepted. DataFlow may contact the hospital or employer directly to check the employment details. If the employer cannot confirm the letter, or the dates, designation, signature or records do not match, the result may be negative or unable to verify. Use only letters from places where you really worked.

I worked at a small clinic, an agency or as a locum. How is my experience verified?

Send what you have as supporting evidence: appointment letters, contracts, payslips, salary bank statements, duty rosters and your valid professional licences, with contact details where DataFlow can reach the employer. If the clinic has closed, the experience cannot be verified.

Can I send a new experience certificate after a negative result?

Yes, but a new document is not an appeal: it is added to your case as an additional document. An appeal re-checks the same document.

Independent documentation support: we check the report with you, prepare the appeal or the additional document, and follow it up.
