The Ministry of Higher Education and Scientific Research recognises a university qualification from outside the UAE, for employment, further studies, visas and government services.
Oman: equivalency
The Ministry of Higher Education, Research and Innovation attests and gives equivalency to academic certificates from outside Oman, after electronic certification by the cultural attaché.
Saudi Arabia: professional verification (QVP)
The Ministry of Human Resources checks the qualification, field of study and experience of workers in professions that need a qualification.

The UAE recognises a qualification only when the issuing institution is legally established, licensed and accredited. We check this before you apply.
Verification comes first in the UAE
The UAE first has your degree verified through an approved partner (Dataflow, QuadraBay or VFS Global), then recognises it. A health licence has its own Dataflow through the health authority. Some jobs need both.

Is UAE equivalency the same as recognition?
Yes. The UAE replaced its equivalency system with university qualifications recognition, now run by the Ministry of Higher Education and Scientific Research.
Which documents does the UAE ask for?
Four, under Ministerial Resolution 34 of 2025: a verification report of your degree from an approved partner (Dataflow, QuadraBay or VFS Global), your graduation certificate, the signed and stamped transcript of the whole study period, and a certified legal translation of any document not in Arabic or English.
Who needs UAE qualification recognition?
The UAE uses it for employment, further studies, visas and government services. Your employer or the authority tells you when it is needed.
How does Oman equivalency work?
Through the Ministry of Higher Education, Research and Innovation. The certificate is first certified electronically by the cultural attaché through the ministry's system. The ministry states 120 days for the service.
What is the Saudi QVP?
The professional verification of Saudi Arabia's Ministry of Human Resources, with the Ministry of Foreign Affairs. It checks that a worker's qualification, field of study and experience fit the required level for the profession.
Is equivalency needed for a health licence?
