5. Critical Exceptions — When "Hague Member" Doesn't Simply Mean "Apostille Accepted."
This is the section most guides completely miss—and it is the most important section for Indians to read carefully.
Being a Hague Convention member does not automatically guarantee your MEA apostille will be accepted there. Two types of complications can arise:
Exception Type 1 — Bilateral Objections Under Article 12
When a country joins the Hague Convention, existing member countries have six months to file an objection. If a member country objects, the convention does not apply between those two countries—even though both are members.
Germany has objected to India's Hague accession.

India has objected to China's Hague accession.
India raised an objection when China joined in November 2023. As a result:
- Chinese Apostilles are not accepted in India

Thailand — approved accession in December 2025. Thailand's Cabinet approved accession to the Hague Convention on 9 December 2025. Kerala Nurse / Healthcare Professional — Going to the UK, Australia, or Ireland
UK (Hague member): MEA Apostille is the correct route. Your nursing degree, marksheets, and experience letter need MEA Apostille — processed through Kerala HRD or SDM, then submitted to the Trivandrum RPO via NORKA ROOTS or a professional agency. The NMC (Nursing and Midwifery Council) and NHS directly recognize MEA Apostille.
Additionally, you need a Good Standing Certificate from the Kerala Nurses and Midwives Council (KNC) — this is a separate document from an Apostille and must be arranged independently.

Saudi Arabia (Hague member since December 2022): MEA Apostille is now the correct route for most documents.
