This is a completely different process from Indian document attestation. When the document itself was issued in Sri Lanka, the attestation chain starts in Sri Lanka, not in India. This guide explains exactly how it works, which documents are involved, the full chain step by step, how long it takes, and the specific situations where Indian nurses and healthcare professionals most commonly face this.
Why Sri Lanka-Issued Documents Need Their Own Attestation Chain
Every country has a rule about foreign-issued documents. Before any authority abroad will accept a document that was issued in another country, they need that document to be verified by a chain of authorities from the issuing country's side.
When your document was issued in Sri Lanka, whether it is a degree from a Sri Lankan university, an experience letter from a Sri Lankan hospital, a birth certificate from the Registrar General's Department, or a marriage certificate, the attestation chain for that document starts in Sri Lanka and ends at the foreign authority or embassy of the country where you want to use it.
This is the reverse of what Indian professionals typically know. Most Indian nurses who have done UAE attestation are familiar with getting their Indian degree attested through HRD, MEA, and the UAE Embassy in India. For Sri Lanka-issued documents, the logic is the same, but the geography is flipped. Sri Lanka authenticates from its end first, and then the relevant foreign country's embassy in Sri Lanka puts the final stamp.

Indian nurses who worked in Sri Lanka and are now applying to the UAE, UK, Ireland, or Australia
If you worked as a nurse in Sri Lanka and your new licensing authority, whether DHA in Dubai, NMC in the UK, NMBI in Ireland, or ANMAC in Australia, is asking for your Sri Lanka experience letters or SLNC registration certificate to be attested, those are Sri Lanka-issued documents and must go through the Sri Lanka attestation chain. You cannot get a Sri Lanka-issued document attested in India.
Sri Lankan nationals applying for jobs, visas, or education abroad
If you hold a Sri Lankan degree, a Sri Lankan birth certificate, or a Sri Lankan marriage certificate and are applying for employment in the UAE, Saudi Arabia, Qatar, or any other country, those documents need Sri Lankan MOFA attestation followed by the relevant foreign country's embassy attestation in Colombo.
Indian professionals who married in Sri Lanka
If your marriage was registered in Sri Lanka and you need that marriage certificate for an Indian visa, a name change, or family documentation, the Sri Lankan marriage certificate must first go through Sri Lankan MOFA attestation and then through the Indian High Commission in Colombo.
Anyone applying for UAE, Saudi, or Gulf employment with Sri Lanka-issued documents
The attestation process for Sri Lanka-issued documents used abroad involves certification by the Ministry of Foreign Affairs of Sri Lanka and the respective foreign embassy in Sri Lanka. This applies to the UAE, Saudi Arabia, Qatar, India, Canada, the UK, Australia, and most other destinations.
The Attestation Chain for Sri Lanka-Issued Documents
Documents issued from the Sri Lanka side should be attested by the Ministry of Foreign Affairs (MOFA, Sri Lanka) first. After MOFA attestation in Sri Lanka, the document goes to the foreign country's embassy in Colombo for the final stamp.
Here is the complete chain:
Step 1 is pre-attestation by the relevant Sri Lankan authority. Before MOFA Sri Lanka will accept your document, it must be verified by the Sri Lankan institution or authority that originally issued it or that has authority over that type of document.
For educational certificates such as a degree from a Sri Lankan university, the document must first be verified by the relevant Sri Lankan university, and educational certificates issued by the Department of Examinations must be certified by that department before going to MOFA.
For birth certificates, marriage certificates, and death certificates, these are issued by the Registrar General's Department of Sri Lanka. The original copy from the Registrar General is the starting point, and these typically go directly to MOFA without a separate pre-attestation step since they are already issued by a government department.
For experience letters and employment certificates issued by Sri Lankan hospitals or employers, these must be on the hospital or employer's official letterhead, signed and stamped by the authorized signatory. MOFA may require additional supporting documentation depending on the employer and the purpose of attestation.
For documents that are in Sinhala or Tamil and need to be submitted to a country whose official language is not Sinhala or Tamil, an official English translation from a sworn translator registered at the Sri Lanka Ministry of Justice must be attached to the original document.
Step 2 is notarization by a notary public or justice of the peace in Sri Lanka. Most documents going through MOFA Sri Lanka need to be notarized first. A notary public or justice of the peace in Sri Lanka witnesses and stamps the document, confirming it is a genuine copy. Some embassies and MOFA may reject laminated originals, so if your original certificate is laminated, you may need to obtain a certified duplicate from the issuing department before this step.
Step 3 is MOFA Sri Lanka attestation through e-DAS. After pre-attestation and notarization, your document goes to the Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka. The attestation process of documents submitted to the Consular Affairs Division is carried out through an innovative digital platform based on cloud computing through e-DAS, aimed at improving and streamlining the service with a speedy verification process linked in real time to Sri Lankan missions abroad and other government institutions.
An appointment must be booked online at mfa.gov.lk before submission. No walk-in submissions are accepted. The submission window is 8:30 to 16:00 on working days. The fee for MOFA attestation is LKR 1200 per document attested separately. MOFA attestation typically takes 7 to 8 working days.
Step 4 is the foreign country's embassy or High Commission attestation in Colombo. After MOFA Sri Lanka has attested to your document, you take it to the embassy or High Commission of the country where you plan to use it, located in Colombo.
For Indian professionals needing their Sri Lanka documents for use in India, after getting MOFA Sri Lanka attestation, the document is submitted to the High Commission of India in Colombo for final attestation.
For documents going to the UAE, the UAE Embassy in Colombo attests to the document after MOFA Sri Lanka. After that, UAE MOFA attestation may be required after arriving in the UAE, depending on the specific authority asking for the document.
For documents going to the UK, the British High Commission in Colombo handles the final attestation.
For documents going to Saudi Arabia, Qatar, Kuwait, or other Gulf countries, the respective embassy of that country in Colombo handles the final attestation after MOFA Sri Lanka.

Your Sri Lanka degree must first be verified by the issuing university, then notarized, then attested by MOFA Sri Lanka, and finally attested by the foreign country's embassy in Colombo. If the certificate is in Sinhala or Tamil, an official English translation from a sworn translator registered with the Sri Lanka Ministry of Justice must be attached.
Sri Lankan birth certificate for use abroad
Obtain an original or certified copy from the Registrar General's Department of Sri Lanka. This goes directly to MOFA Sri Lanka for attestation, then to the foreign country's embassy in Colombo. Birth certificates registered before 1 January 2008 through the District Registrar follow a slightly different format and may need additional confirmation.
Sri Lankan marriage certificate for use abroad
Obtain the original or a certified copy from the Registrar General. If needed for use in India, it goes through MOFA Sri Lanka and then the Indian High Commission in Colombo. For Gulf countries, it goes through MOFA Sri Lanka and then the relevant Gulf country's embassy in Colombo.
Sri Lanka experience letter or employment certificate for Indian nurses
Your experience letter from a Sri Lankan hospital must be on official hospital letterhead, signed and stamped by the nursing manager or HR director. This goes through notarization, then MOFA Sri Lanka, then the relevant foreign country's embassy. For nurses submitting to DHA, NMC, NMBI, or ANMAC, the specific requirements of each authority determine what format they accept.
Sri Lanka Police Clearance Certificate for use abroad

Notarization in Sri Lanka is typically done on the same day or within 1 to 2 working days.
MOFA Sri Lanka attestation takes approximately 7 to 8 working days from the date of a correctly submitted appointment.
Foreign country embassy attestation in Colombo varies by embassy and destination country. The Indian High Commission Colombo typically takes 5 to 7 working days. The UAE Embassy in Colombo typically takes 5 to 10 working days. Other Gulf country embassies vary.

If you are in India or another country and cannot be in Sri Lanka to manage this process yourself, it is possible to authorize a representative in Sri Lanka to handle the submission through a power of attorney. Many people handling Sri Lankan document attestation from abroad use this route.
Common Mistakes to Avoid
Trying to get a Sri Lanka-issued document attested in India is not possible. The document must go through the Sri Lanka MOFA chain first. No Indian authority can attest a Sri Lanka-issued document. Any agent claiming they can attest Sri Lanka documents from India without the MOFA Sri Lanka step is providing incorrect information.
Submitting laminated original certificates. Some embassies and MOFA reject laminated originals. If your Sri Lanka degree certificate is laminated, obtain a certified duplicate from the issuing university or department before starting the attestation process.
Not having an official English translation for Sinhala or Tamil documents. If the destination country does not use Sinhala or Tamil as an official language, most embassies require an English translation certified by a sworn translator registered at the Sri Lanka Ministry of Justice. Without this, your submission will be returned.
Going to MOFA without a prior appointment. The Consular Affairs Division operates on an appointment-only system through mfa.gov.lk. Walk-in submissions are not accepted.
Submitting experience letters that are not on official hospital letterhead or are not signed and stamped by an authorized signatory. MOFA Sri Lanka may reject experience letters that do not meet the format requirements.

If You Are Handling This from India or Another Country
Many Indian nurses who worked in Sri Lanka have since returned to India or moved to another Gulf country and now need their Sri Lankan documents attested from abroad. Being outside Sri Lanka does not prevent you from completing this process, but it adds coordination complexity.
You can authorize a representative in Sri Lanka to submit documents on your behalf through a Power of Attorney, which itself needs to be notarized and may need to be attested depending on the Sri Lankan authority involved. Some attestation agencies in Sri Lanka accept scanned copies for review before requesting the originals, and they manage the full submission process on your behalf.
If your Sri Lankan documents are currently in India with you and you need them attested for submission to DHA, NMC or ANMAC, they need to travel back to Sri Lanka for the MOFA step before they can be submitted to the foreign embassy in Colombo. Planning for this is important as the physical document needs to make the round trip.
