If you have worked as a nurse in the Maldives and are now applying to work or register in the UAE, UK, Ireland, or Australia, your new licensing authority has likely asked for a good standing certificate from MNMC, the Maldives Nursing and Midwifery Council.
This guide explains exactly what the certificate is, the two rules that most nurses only discover when they are already experiencing delays, what documents you need, how to apply, and what to do if you are no longer in the Maldives.
What Is the MNMC Good Standing Certificate?
The MNMC good standing certificate, also called a Certificate of Good Standing or CGS, is an official document issued by the Maldives Nursing and Midwifery Council, which operates under the Maldives Ministry of Health. It confirms that during the time you were registered as a nurse in the Maldives, your professional record was clean, your registration was valid, and no disciplinary actions or complaints were raised against you.
Countries that routinely ask for this certificate include UAE authorities such as DHA, HAAD, and UAE MOH, NMC in the UK, NMBI in Ireland, ANMAC in Australia for skilled migration, and Dataflow-based verification systems used by Qatar, Kuwait, and Bahrain. If the Maldives is part of your professional history, expect any one of these authorities to ask for it.
The 18-Month Rule — The Most Important Thing to Know
This is the rule most nurses discover too late, and it is worth reading carefully before planning your exit from the Maldives.
MNMC will only issue a good standing certificate after a nurse has completed a minimum of 18 months of registration with the council.
If you registered with MNMC and worked in the Maldives for 12 or 14 months before deciding to move on, you are not yet eligible. The council will not process your application regardless of how urgently you need it.
What this means practically is that your timeline for leaving the Maldives needs to account for 18 months of registration before you can include the MNMC good-standing certificate in your next country's application. If you are approaching the 18-month mark, this is exactly the right time to begin preparing your application so the certificate is ready when your next move starts. Processing takes approximately 25 working days, so initiating the process at 18 months keeps your departure timeline on track.
For nurses who left the Maldives before completing 18 months and now have a licensing authority asking for the certificate, contact MNMC directly to explain your situation. In some cases, they may still issue a registration verification letter even if the full 18 months were not completed, but this requires a specific request to the council.
The 6-Month Validity Rule — The Second Rule That Causes Delays
Even after you obtain the MNMC good standing certificate, a second rule applies.
The certificate is valid for only 6 months from the date it is issued. Most international licensing authorities, including DHA in Dubai, NMBI in Ireland, NMC in the UK, and ANMAC in Australia, will not accept a certificate older than 6 months at the time of your submission.
This means you cannot obtain the certificate six months in advance and expect it to still be valid when you finally submit your application. The timing of your MNMC application needs to match your actual submission deadline for your next country, not the day you decide to leave the Maldives.
For nurses targeting Ireland through NMBI, which can take 9 to 12 months from start to finish, the MNMC certificate needs to be timed to arrive within the 6-month window of when you actually submit your documents, not when you start the NMBI process. Getting the timing wrong means paying the fee again and waiting another 25 working days for a fresh certificate.
What Documents Do You Need?
To apply for a good standing certificate from MNMC, you typically need the following.
A clear passport copy covering the first and last pages. Your most recent Maldives visa copy or residence permit confirming your period of stay and work authorization in the Maldives. An experience certificate from the last hospital or healthcare facility you worked at in the Maldives, confirming your employment period and designation. A Maldives Police Clearance Certificate covering your period of residence. Your MNMC registration details, including your registration number and the dates of your registration. The application form is available from the Maldives Ministry of Health website under the MNMC section.
The fee for the certificate is MVR 500 (Maldivian Rufiyaa), payable to MNMC. Proof of payment must be submitted with the application. All documents submitted to MNMC must be clear, complete, and legible. The council does not respond to unclear or incomplete submissions, so document quality matters from the start.
Step-by-Step Process
Start by confirming your MNMC registration dates and verifying that you have completed the 18-month eligibility period. Your hospital in the Maldives or your original employment contract will have this information if you are unsure.
Once eligibility is confirmed, gather all documents listed above and prepare the application form downloaded from the Maldives Ministry of Health portal.
Submit the application to MNMC along with proof of payment of MVR 500. Applications are submitted by email to mnmc@health.gov.mv or by post to the Ministry of Health, H. Roshani Building, Sosunmagu, Male, Maldives.
MNMC processes and issues the certificate within approximately 25 working days of a complete and correct application. A hard copy can be couriered to your address in India or another country or directed to the receiving authority, depending on what your next country requires.
Follow up with MNMC during the processing period. Regular follow-up prevents your application from sitting without movement in a high-volume queue.
What If You Are No Longer in the Maldives?
Many nurses who need this certificate have already left the Maldives and are now in India, a Gulf country, or elsewhere. Being outside the Maldives does not prevent you from obtaining the certificate, but it adds coordination complexity.
You can submit the application by email or by post from outside the Maldives. You will need someone to assist with the MVR 500 payment if you cannot pay remotely, or an agency with Maldives coordination capability.
The experience certificate from your last hospital in the Maldives also needs to be obtained. This sometimes requires contacting the HR department or nursing management of your former Maldives employer. This is worth doing while you still have those contacts, not years after you have left.
The Maldives PCC is a separate process through the Maldives Police and can be initiated from outside the country in most cases, but the process differs from obtaining it while still resident in the Maldives.
Common Mistakes to Avoid
Not knowing the 18-month rule and applying too early is the most common cause of a failed application. Confirm your eligibility date before starting anything else.
Applying too early and letting the 6-month validity expire before your next submission deadline is the second most common mistake. Time your application to match your actual submission date, not the day you plan to leave the Maldives.
Submitting unclear or incomplete documents to MNMC results in no response from the council. Every document must be clear, complete, and legible before submission.
Not having the Maldives PCC ready alongside the other documents is a frequent oversight. The PCC is mandatory and cannot be treated as an afterthought.
Losing contact with your former Maldives hospital before obtaining the experience certificate makes the process significantly harder. If you are still in the Maldives or just leaving, secure this letter before you go.
Final Checklist
18 months of MNMC registration confirmed. Passport copy ready, clear, and covering the first and last pages. Most recent Maldives visa or residency document available. Experience certificate from the last employer in the Maldives obtained. The Maldives PCC is arranged and ready. MNMC registration number and registration dates confirmed. Application form downloaded and completed. MVR 500 fee payment arranged. The certificate application is timed so it arrives within the 6-month validity window for your next submission deadline.
All points confirmed, and you are ready to apply.
